Must have done Lunar Diplomacy Quest.
THIS QUEST GUIDE IS INCOMPLETE. YOU DON'T NEED THE ACTUAL QUEST TO GET VENGEANCE, SO I GAVE UP
1. Speak to the sailor on the dock near rock crabs: He will teleport you to Miscellania
2. Pick a herb from the garden and use it on the potion that you received when you teled 2 Miscellania.
3. Go Across the whole island and talk to Nechrovarus.
4. Get the necklace by opening the door near smithing spot.
5. Theive a tomato from the stall (on Nech.'s side of island)
6. Speak to Nech and get prepared for a fight!
7. Bring prayer pots if you are below 50 prayer.
Use Protect from Melee to defeat one of the two monsters
CAUTION: They can hit HIGH if you don't use prayer.
8. Speak to the sailor.
9. You have completed the quest!
REWARD: You are now able to use Vengeance
